PLANNING APPEALS

Date 01/11/17 Ref No. PP-06498992 Case No. 17/02784/FUL
Location 24 Quarry Road, SO23 0JG.
Proposal Construction of 2 dwellings with associated access from Petersfield Road.
Comments The refusal cited policies DM15, DM16 and DM17 in the adopted LPP2; failure to accord with City Council’s High Quality Places SPD in that the proposals would have a detrimental impact to the amenities of the neighbouring property and the impact on the character of Petersfield Road due to overbearing, by reason of its size, height, mass, scale and prominence in the street scene. We had not objected but thought this was a more practical development for a tricky site than the scheme previously approved (14/01162/FUL). The Trust supported both the reduction from 3 to 2 houses, and the reduction from 5 to 4 floors as being more appropriate for the site. The St Giles Hill Residents' Association objected. Grounds of Appeal: Claims policies referred to in the refusal were complied with and that the proposals would make a positive contribution to the street scene.

Proposal New 3-storey, 3 bed detached dwelling on the upper garden area behind the existing garage.
Comments (Previously reported but with no grounds of appeal.) We had objected because we felt that the proposed building, was too large for the land available given the number of trees on the site, which would both be affected by and affect (by shading) any new building. The proposal is for a 3-storey (and thus quite prominent) building that makes few concessions to the cramped site or the character of the neighbourhood. The WCC refusal was based on similar grounds citing CP13 of the LPP1, DM16 and DM17 of LPPart2 and the Sleepers Hill Area Design Statement 2007. Grounds of Appeal: Urban design and sustainability did not object and says no weight should be given to the Local Area design Statement. In any case the claim is made that the proposed building would not be out of keeping with the area.
