Location 10 Hillcroft, Northbrook Avenue, SO23 0LE.
Proposal Single storey side extension with roof lantern light within parapet wall; rear glass balcony. Generally brickwork to match existing. Timber pergola to retained parking spaces.
Comments The Trust did not object to the application but had difficulty visualising the effect of what was proposed. The Trust noted that pre-application advice had been sought and thought that so long as this had been followed the Trust would not object. There were a lot of neighbour objections. The grounds of appeal are not well set out but seem to come down to the applicant feeling he did not get a negative signal from WCC and a disagreement over impact. This Apeal has been lodged.

Location 180 Greenhill Road, SO22 5DR.
Proposal Replacement of four semi-detached houses (Number 178-184 Greenhill Road) with two blocks of student accommodation consisting of: 3 x 3 bed flats, 11 x 4 bed flats, 1 x 5 bed flat, 9 x 6 bed flats, 2 x 7 bed flats, 1 x 8 bed flat, (total of 134 student beds) and a Warden's flat, together with amenity space, cycle storage, bin store, restricted operational car parking and landscaping (Amended Plans).
Comments This Appeal has been Allowed and application for costs has been denied. The Inspector found that the proposed development would integrate into its surroundings and would not lead to any unacceptable harm to the character and appearance of the area. As such it would accord with the adopted Winchester District Local Plan Part 2: Development Management and Site Allocations (April 2017) Policy DM16. This policy seeks to permit development which responds positively to the character of the site and its surroundings and promotes good design in terms of landscaping and high quality materials. There were a lot of conditions including limiting occupation to students registered for an educational course but he saw no need to restrict students from bringing cars to Winchester.
